Counterpane Doll reproduction from the 1930s -  Cloth Doll Pattern by Judi Ward  

A Counterpane Doll is a doll made to be played with on a bed (counterpanes are bed coverings)

During the depression these little dolls were made from the scraps left from the making of the large WPA cloth dolls. The 1930s WPA (works progress administration) projects were vast and varied to help indigent and/or out of work Americans work in government funded and sponsored jobs  in exchange for government welfare and subsidies.    "Google"    Works Progress Administration projects  to do some interesting research on the projects. There was everything from  roads, dams, rail, home, sewing, dolls, printing etc. 

The little counterpane dolls were about 11" tall and appear to be a takeoff from the EFA (Edith Flack Ackley) dolls of the time period. The largest difference was that the arms and legs on the Counterpane dolls were separate to take advantage of the small scraps.
